How many pick swaps and unprotected 1sts in the future is PG13 worth? No guarantee any team will be any good in 4 years+ (even the Warriors) Would Indiana be interested in a bunch of 1st round picks 3-5 years from now or does their GM need a quick rebuild for job security purposes?

I think Cleveland could only trade its 2022 and 2024 pick. Right now they owe the 2017 pick to Portland and then either the 2019 or 2020 pick to Atlanta. Thus, the first pick they could trade is 2022. Also, under the seven year rule, they can't trade picks past 2024 (once this draft is over, as of today its 2023). They could also add a 2018 swap and then a 2021 and 2023 swap.
I don't see this as nearly enough for George. The 2018 swap is worthless, and waiting 5 years for your first pick and 4 years for your first swap seems way too long a time frame.
