The Celtics don't have that problem at all & have lots of ways to supplement their stars... the problem is their stars aren't that good unless Tatum comes out way over expectations or they get something big out of 2018 draft.
Heat/Cavs definitely done a poor job developing end of the round 1st round talent. They haven't had many picks as well. It's also hard to get much better than top 2-3 team in the league. Most good/great teams have trouble adding other talent sans the Warriors because the only two ways to do that are FA and they're normally near the cap or above it or don't have high picks and the only way to get them is to trade one of your studs and sacrifice short term equity.
As you mentioned, Boston's stars aren't anywhere near as good as what the Cavs/Warriors have. Tatum is a long shot to be a top 5 player in the league and even if he is it'll likely be after the Cavs/Warriors are done with their run. I think the Sixers have more possible top end talent than the Celtics but the Celtics should have more talent/more assets long term. Milwaukee is also an interesting team in the East because of the Greek Freak but they don't have the assets or other stud potential beyond Giannis.
