Will have to think a bit about how to adapt a system like ELO to a system with two types of players. ELO is A vs A, but we'd have A vs B. Another complication is multiple outcomes of an AB instead of just win/loss. Could weight outcomes by their run value, but then there's the added level of scaling that by difference in rank.

Hou/Tex broadcast has Manfred on and talking expansion. After Tampa and Oakland's stadiums are resolved he's saying he'd like to add two expansion teams.

Two cities he brought up specifically were San Antonio and Montreal (again).
