Its not really something that can be addressed more in the CBA which already says you can't manipulate service time. Whatever the line is a far as gaining benefits from manipulating service time, teams will act in bad faith and abuse the rules around those lines. That is why it is called manipulation of service time.

The union should still fight every single case, and then when executives lie, they should be called out on their lies. Definitely publicly, and if there is a discovery process, then every single Braves' executive should be called into to testify that they never discussed manipulating service time, be forced to lie under oath about their decision-making process, emails and texts should be subpoenaed, etc. Let it be known that anytime you want to pull this kind of BS there is at least going to be a nuisance cost to pay, and potentially much more if you get caught slipping.

Or they could just say everyone becomes a free agent the off-season after their 27th birthday or x years after being drafted/signed so there's no incentive to leave good players in the minors longer than necessary. It's not impossible to come up with a better system that doesn't depend on analyzing and judging the secret intent of executives.

This is possible, but it is really more damning of the union than my critique. Its not really correct to say lolunion better luck next time, the union is actually in cahoots with the owners to suppress the wages of those not yet members of the union. The failure to vigorously fight the service time issue is just the tip of the iceberg.

Can someone explain this whole pay minor leaguers worse than peasants thing considering how valuable a win is to an MLB team? Like why doesn't a team or 2 buck the trend and start better investing in their pay? Or are they legally not allowed to.

I'm certainly not an expert and am extrapolating somewhat on a similar issue with a CBA at a previous employer, but:

The specificity of service time rules make it really difficult for an arbiter or court to rule in the player's favor should a dispute get that far. The fact that specific days and thresholds are used means those are collectively bargained and agreed to on both sides.

"Manipulation" would be easier to argue if a player was optioned to Triple-A in July for 15 days than not starting in the Major Leagues, because he technically doesn't have any service time to manipulate currently.

It's clearly a terrible system for the players and the MLBPA has been complicit for almost the entirety of its existence as a union.

Teams can pay a player a maximum of $1100 per month their first year. After that it's supposed to be negotiable, but players have no leverage obviously. Teams have decided to invest in minor leaguers with better amenities and more coaches rather than better pay. It's not a competitive system, so there's not a ton of incentive to pay your minor league talent better than another team does.
