Olney's point is that the new transparency of the vote will force voters to be accountable, and that may shame some of the guys who'd not voted for obvious shoo-ins to get their heads out their asses. It's a reasonable suggestion, though I do think a few guys will revel in the attention that will come in being a naysayer.

When the Astros went in full blow-up mode 5 years ago their biggest, and pretty much only desirable, pieces were an aging Oswalt, Hunter Pence, and Michael Bourn. That didn't result in a great haul of talent. The White Sox are going to be too good to get those #1 picks, that the Astros hit out of the park with 2 out of 3 of them.

If this rule existed last year, Griffey would have been 100%. It's just coinciding w/ Rivera being elected to the HoF.
