The hoax actually happened with Te'o as a victim. He was legitimately played into an fake online relationship. He wasn't in collaboration with the hoaxers.
He's also an extremely delusional person who had no problems making it more and more fantasy. He made up details about how often they talked, made up what they said to each other, made up details about meeting. Not because of publicity or anything like that but because he wanted to believe he had some beautiful relationship so much that it just became true in his mind. He wanted to believe he was doing wonderful things for her and that it was something special.
How much naivete and how much delusional inventive imagination I don't know, but that'd be what I'd bet on.
It just doesn't make sense that it's a hoax on Te'o, with Ronaiah Tuiasosopo's involvement.
