I wouldn't be surprised if we learn more about Tuiasosopo trying to scam money through fake charities or directly from Te'o. Seems more like a scam than just a hoax to me, but who the f knows at this point.

Does that ever happen in these Catfish situations? Or is it always just a sex/fetish/excitement type thing?

Tuiasosopo is a guy who has a history of making up sob stories to gain things. Manti basically did the same exact thing. I have hard time believing that they didn't work together on this.
