That would have been an equally dumb and devastating penalty, because Hamilton was faster and it would have ended the race.
Only Vettel knows ho much of his maneuver was forced and how much of it was intentional. Pretty hard for the the stewards to judge. Or anyone really.
Ferrari's appeal has zero chance imo. They can't undo the 5s penalty, because that would be massively unfair to Hamilton. In lap 58 Hamilton was told "Vettel has a 5s penalty, we just need to stay in his gearbox" and quit his overtaking attempts. This is also the reason why this penalty was so horrible, it killed the last 12-13 laps of the race. In case of doubt, favor the public.
In Monaco they give a 5s penalty to Max and that ended up being the right call. The alternative was a stop&go and that would have killed the Monaco race, now a least we got to see some spectacle. Alas, they were unable to take 2 pro-race decisions in a row. I wonder what Charlie would have done.
Great race by Renault, Stroll and Kvyat. I had expected more of Verstappen and Bottas, but neither had to do spectacular things to end up at their "natural" 4th and 5th place. Verstappen drove in a controlled way

The skill difference between Verstappen and Gasly is ridiculous. 88 vs 36 points. Gasly started between the Renaults and was overtaken by Hulkenberg. lolhim. Verstappen passed all 3 of them. Sure, he was helped by being able to start on hards, but it makes a point anyway.
