Allan is good business at that price but again he's 29. Everton have been as Shrewd as Woodward in the market recently.
I think he is, he can play deeper and largely run the midfield which he did under Heynckes at Bayern for a while. He's not someone who is physically much of a presence in midfield such as Allan is, but he's going to help Everton a lot when they're on the ball and prevent that they just lose it immediately when the opponent is pressing, which is a major issue right now.
If you compare the heatmaps of James under Heynckes and Ozil in 15/16 it's clear how much deeper James operated (and that's for a team that dominates every time they played), which is due to his ability to dictate play deeper and generally progress the ball, where Ozil is more of a classic creative 10 who doesn't get the ball until it's further up the field. They obv have many similarities still, but I do think James is a more modern variant of the "classic 10".
