The refs are applying the rules/laws what ever you want to call them. They're calling them to the letter. That's where we are getting all these IFAB rule changes every week because VAR is highlighting how stupid some of them are.
It's annoying as **** because we all kick up saying how, how can you award that or not award or give that and not that? Then at half time or full time the ref in the studio will say article whatever states whatever so it's the correct call. Then the pundits/former players will say it's RIDICULOUS, THEY NEED TO GET FORMER PLAYERS IN SO THEY UNDERSTAND THE GAME! Completely missing the point. Then the follow day a statement will come out from the PGMOL to say it was correct call.
I don't think they'll bring in a rule/law change in that if you flick/kick the ball into the arm/hand in the box from within a meter it's a pen. Every single player will be doing it.
Completely different story if it's a shot or they're block a cross etc
