I fancy Chelsea to do well under Lampard, got a feeling the transfer embargo will be a blessing in disguise giving their awesome young players a chance + they have Pulisic now, Hazard gone will hurt but can still battle for 3rd sure

Leicester/Everton/Wolves might finish above Arsenal and Man U tbh that's the main ones i'm worried about

Few dumb questions --

Started watching seriously last year after I was in Ireland for WC. Friend got me into Spurs, and have enjoyed watching the last year. Was also in Prague for CL which was a really cool environment.

Anyways,

Is there a simple explanation somewhere for how transfer/loan/sale stuff works? The transfer window stuff is a little confusing. Are there any limits besides just however much someone wants to spend?

Also, any reliable stats to evaluate players?
