Well when you say citys squad is better than arsenals it's relevant that arsenals squad will have less turnover and will be in better shape in the coming years (in addition to being able to compete this year).
The conversation was about Arsenal's title race for this year, and my comments were regarding that. I assumed it was trivial what I was talking about.

15/1. But way too many of the top teams looking far too competitive that i don't see much value there. I can't really see any of the top 4 not making it. Ars, United, City and Chels all have great squads. If anything the gap between that 4 has increased to the rest. With Ars and Utd in particular strengthening a lot more than the others. Pool strengthened too but lolpool.

They'll compete for sure, but i think they will slip up far too much against the smaller teams over the course of the season. I haven't seen any utd preseason, but i like most of the moves they have made this season and expect a big year from Wazzzza.
Pre Season mean actual nothing in football.
It's not like the NBA summer league where players are actually fighting to get picked for the minimum contracts.

Well if you just did a model like:
1st 6 points
2nd 5 points
3rd 4 points
4th 3 points
5-7 2 points
8-17th 1 points
18-20 3 points
I've obviously just pulled those numbers out of the air (and would be open to changing them if people thought they weren't good), but it seems to rewards the positions that people actually care about. It might well be that there are ties like in the scenario you gave, but you can add a top-down system of tiebreakers.
I had a little play around with it, and the best model I could come up with is pretty simplistic (which is a good thing imo):
You get a point for every team you correctly predict will finish above another team.
So if I predict
Chelsea
City
Arse
Utd
Plop
and the league finishes in that order, I'd get 19pts for Chelsea (as they finished above all 19 teams, as predicted by me) and 18 for City (as I correctly predicted they'd finish above every team except Chelsea), then 17 for Arsenal, etc
I tried a few different methods, and tested them against various predictions / results, and the above method seemed best to me. It also has the advantage of being super easy to explain and calculate!
winning the league is basically unimportant - vide the ManU supporters itt recently. the only thing that really matters in any one year is not being relegated (the oil clubs and ManU seem to have indestructible revenues, so it only really matters to Arsenal in any specific year that they make the top 4).
