Technology for goal line and offside decisions is a no-brainer for the top leagues.
I don't like what your "actual rules" would lead to in reality. I assume when you allude to inconsistent guidelines you really mean that the application is inconsistent? Rules in football are full of value judgements which is where you get your inconsistencies. It's the nature of the game where there are grey areas which some refs will call black and others white. I think a set of rules that tried to make situations more black and white would likely be terrible.
Given that goal line / off side technology exists, I'm not sure of the additional value of using replays. There are lots of great things about football but one unique and great thing is that it flows more than other sports do. Too many replays would encroach on this.
