The seconds are irrelevant, anything after 12:00 and before 13:00 is the 13th minute. Doesn't matter if it's 12:01 or 12:59 it's all inside the 13th minute.

although 44/60 = .733 so maybe the guy with "3" should get it because it was at 12.733 minutes (12,733 minutes or something for weird euro types).

no you're making the same mistake as the others by considering the seconds part of the timestamp when its all about minutes

There is two elements to this.

12.01 is definitely the thirteenth minute buuuuuut if someone scores at that time is it annotated as 12 or 13?

I used to buy GOLDEN GOAL tickets at Goodison every home game (unsure whether they still sell them actually, hmm) and I recall having this exact argument at least twice.

Of course in this case it's all moot as the BBC said 13 and 78 so that's that. But it's still way more fun than most international break discussions!
