I'm by no means an expert on this but I think they are within their rights to deny holidays. I had a similar problem earlier in the year, I tried to fight it but falls on deaf ears because at the end of the day they really don't give a ****.

I had built up serious amount of flexi time and they refused to give me either that or my actual holidays because we were short staffed. Long story about why we were short which was my main grievance at the time. Their **** ups should not have effected me and all the favours I had done for them in the past basically counted for ****e all.

Go to HR and see what they say because that's what they are there for.

yeah sorry to tell you this marty but Kev is right, as long as they've given you sufficient notice (ie 2 weeks' notice for a two week holiday) and have a decent reason (too many other employees already booked it is a fair reason, as is it being a busy time of year) there's nothing down for you.
