Actually I just checked the BBC website for match reports, goals scored at X.01 are annotated as X+1.

No they wouldn't.

A goal scored at 0.11 would go down as 1 on the scorecard and a goal scored at 1.11 would go down as 2 on the scorecard.

They go off what minute the goal actually happened in not which minute it was closest to when rounded off.

Think of it in terms of talking about history. If your talking about something that happened in 1904 you would say the 20th century, you don't say 19th century for everything up until 1950 even though it has a 19 in it and is closer to 1900 than it is to 2000.

early 20s is 20-22 (3 periods), mid 20s is 23-27 (5 periods) and late is 28-29 (2 periods)

ww1 occured in the 1910s iirc

No they wouldn't as 0.11 is in the first minute. 1.11 is in second minute. This isn't hard people.
