It's pretty amazing that tbtvditw can't buy better reffing. Judging by 2+2 it seems there are 3-4 missed big calls in each match. And people seem outraged and surprised, so I assume this isn't standard in the sport.

Think he wants Walcott running along the backline stretching them and pulling them out of position to open space for runners. I don't think you're wrong though.
