Neither is a penalty imo.
No Bayern player was anywhere near the ball during the "handball," there was no angle or advantage to be gained. You see a player hand off a ball to another player to take a throw all the time, it's not a foul just because the referee blew the whistle. Sloppy from Gabriel maybe but it would be pathetic for that to be given.
Saka flung his leg out at Neuer like how Reggie Miller used to kick his leg out at a defender to draw a "foul" to get free throws. Not a pen, Saka should do better.
