I now work for municipalities, so I hear people complain about "money grabs" all the time. It just makes people sound uninformed and unable to articulate real reasons why the licensing fees, etc are unwarranted. Most don't even understand the purpose to licensing fees, and certainly have no idea of the real cost of providing the service of the purported money grab service.

In the case of graduate licensing, it is definitely not a money grab. It was targeted towards a demographic that are most prone to be unsafe drivers and puts further restrictions on them.

Governments are not getting rich of money grabs, especially at the local or provincial levels.

Ontario went to graduated licensing a long time ago. It started April 1 of the year I turned 16 on April 6.
