It's having an unofficial pacer for the race. Yes, setting a fast pace helps certain runners.
Kissa continually yo-yo'd the pace, was finally overtaken, checked his watch, and then dropped out. He had no interest in competing.
This happens, but it was so egregious that I hated it. He wasn't personally competing, which is what I think is the issue.
EDIT: To compare it to a situation where athletes trained together... Mo Farah and Galen Rupp represented different countries in 2012, but trained together. They helped each other during the 10k final, but also tried to win. I have a problem when an athlete doesn't compete. It's not a team event.
