Because they're trying to bring attention and awareness of racial inequality and police brutality in the USA, seems more appropriate to do this when the anthem of that country is playing instead of after scoring a touchdown to make it a two score game.

Do you actually think if Kaep ran in a touchdown in week one of the pre-season and kneeled, people would think 'oh he has an issue with this country?' Do you think if that happened it would have got more or less attention than what he actually got when he knelt for the anthem? People kneel after touchdowns all the time for unrelated reasons. And what if he doesn't score a touchdown?
