Well, Brees also made a Pro Bowl in San Diego.
More to the point-- isn't evaluating the individual player what we're trying to do? We can't just look at stats and whether a particular play succeeded or failed; we have to look at the process, how it happened and why, how much the play design and coaching and surrounding talent mattered, what the player did or didn't do well in their process.
Goff had one of the worst rookie QB seasons of all-time; granted, he was surrounded by bad talent and worse coaching, but he wasn't even ordinary bad, he was all-time bad. Now he's had two great seasons. The truth is probably somewhere in between. (He's had a higher ANY/A than Rodgers the last two years but I don't think anyone would argue Goff is the better player.)
Watching the Rams the last two years, I see a lot of stuff where McVay runs a play action boot or something and there's one wide open guy for Goff to throw to. He doesn't have to do anything difficult. He can complete a pass pretty accurately if you give him an easy pass. McVay is good designing plays where the first read is open, and Goff struggles beyond that.
What you bring to the table matters, and I don't think Goff creates plays at all or is a player you want to count on when the going gets tough.
