I was having a hard time wrapping my brain around this whole thing. My theory is that he may have just wanted complete anonymity. If he has hookers flown in or meets them somewhere, then probably some underlings know and certainly the hooker knows. And if people know, it could get out, and he may find it embarrassing at the very least.
On the other hand if he just has his driver drop him off at a strip mall somewhere near the massage parlor*, then he can have the whole encounter without anyone knowing. In fact, even the prostitute probably wouldn't know. It's highly unlikely that they would recognize him. If no one knows, word can't get out and he can't get blackmailed, embarassed, etc.
Of course, the fatal flaw is that you run the risk of going somewhere there is an active sting operation. I guess he got one-outered (or whatever the odds are -- maybe Howard Beale can chime in).
*The dropping him off near but not right at the massage place is key to this theory, for obvious reasons. Of course, this whole theory is less likely than Bob's. But there's a chance. Maybe.
