What you're suggesting is because Spurs have made £40m and have a wages to turn over ratio of around 50%. They should go out and spend similar levels of wages to that of teams that have revenues of >100m more.
If Spurs had a similar wage bill to that of Plop their entire revenue would be gone.

Just to be clear now, all the money that spurs bring in in a year would be spent on wages.
You'd still expect them to sign player and have a net spent. They still have a stadium to pay for.
This is similar to your burnley thing where you think they should be spending money to rival clubs that bring in way more money than them.
