It's not about how much it hurts, it's if , while not playing the ball, you're interfering with the opposing player's movements in a way that he's now not able any more to defend.
Think pass interference in yankball. It doesn't matter if you bury the guy, or just twist him at the hip a little while airbourne, it's still pass interference.
