Wait, hold on. I'm supposed to include youth teams too? Sheesh. No one would include youth teams except for confirmation bias, so no, I'm not going to look up their records in youth shootouts before 2017. They won one in the U-17 and won the whole damn tournament so this line of argument is just silly.
For anyone else but navel-gazing English fans, it would be "We started out a little unlucky in penalty shootouts at the WC but our luck seemed to turn around against Colombia."
