I think you know very little about food in London and just equate it with the average British food. There's really no other explanation. On average France >>> England for food, zero doubt. But I'd actually be willing to argue that London is the GOAT place for food in the world. Both for the highest of high end food and the random street food place. You get everything and you get the best of everything, too.

Ok since I'm a scientist I'll go with molecular food. I'll offer Fat Duck (GOAT imo) for London and Noma in Copenhagen (as those are the only two high end molecular food places I've been to from my list). Best place for that in Paris?

I'm German so neither British nor English. If anything I should be biased in favour of France since I have lived there for >2 years. London is better. Paris is still great don't get me wrong but you seem to underrate London by a lot. I can see a reasonable argument for Paris being better but that argument would end with "but it's really close".
In my personal opinion...London actually wins by a good margin (like I said I think it's #1 in the world...granted I'm not an expert on Russia, Asia and only vaguely familiar with the US so if I'd have to guess NYC is probably in the mix)
