I think that 20 is the minimum you need to make it fun anyway (preferably more), so you'll be fine.

Yeah, I think turnout will be pretty good. There are a # of people who have bet money on this game that haven't entered this game, so you assume they will, plus others who like to procrastinate or want to see how the rest of the transfer window plays out.

The more the merrier, though, obviously.

People always leave these things last minute. Must be annoying for the people running things but I'd expect the numbers to rise.

Last minute honestly doesn't matter at all to me, except people are on their own if they screw up their entries. I've sent a lot of people PMs about various issues with their entries (picking players for team questions, teams for player questions, not enough answers, too many answers, etc.), but if people wait until the last minute, I won't be able to double-check for them & their entry is what it is.

£39.50. I'd advise using transferwise over PayPal though, will cost less.
