I would hypothesize that when the U.S. Open was held at Shinnecock in 1896 there was at least one score in the 90's.
A pretty good player is not going to qualify for the U.S. Open. To make it through you've got to be a stud who played two really solid rounds in sectional qualifying. There's a little more margin for error in the 18 hole local qualifier but still have to play good.
