So a couple of weeks ago I opened up PT and received a "Database Error" that said the following:

Unable to connect to the database.
101 - SQLSTATE = 08001
could not connect to server: Connection refused (0x0000274D/10061)
Is the server running on host "localhost" and accepting
TCP/IP connections on port 5432?

I couldn't figure out how to fix the error, so I installed a new PostgreSQL and made a new database. All was fine for a week and now I just received the same error.

What is causing this?

Usually this happens when PostgreSQL is not running. Try to stop and then restart it, using shortcuts in *Start | Programs | PostgreSQL*. Then restart Poker Tracker.

If this does not work the problem could be in the port unreacheable: check your firewall or other settings that could block access to the port used by Postgres.

The service is stopped, but I can't restart it. I've tried using the start menu approach, the postgresql command prompt, windows command prompt, control panel, etc. I can't get PostgreSQL to start again.

PT2 isn't fully compatible with PSQL 8.3 yet, I had similar problems when updating from 8.2 to 8.3.
You could try this:

You definitely don't want to uninstall/reinstall PGSQL everytime you get this error. It happens quite frequently to me. Try closing all programs which would use PGSQL, like PT2, PT3, HM, PEV, PAHUD, etc. Then go to start > programs > postgresql > stop service. Then restart the service by going to start > programs > postgresql > start service. See if that works.
