w7 doesn't like you to write to the program files directory, which is why pokerstars defaults to the \username\appdata\local\pokerstars\handhistory folder. Change the folder to your desktop or your documents and you should be fine. You may also want to set pokerstars.exe and pokerstarsupdate.exe (and any poker applications) to run as admin.
Rightclick the .exe files and choose "Properties".
Go to the Compatibility Tab and select "Run this program as an Administrator".
