I am not saying you need to play the nuts, but against 4 player if you only have 2 pair on that board, it is dangerous to put more money in.
So maybe you can talk me through the equity and equity denial? From my quick estimate he has 3 cards he wants, the 9H gives him the nut high and the j or 8 gives him a very strong high.so that is 5 cards that he can hit and be confident he is at least winning the high.
The issue is that if he doesn't hit those cards pretty much every other card is bad for his hand as it makes higher 2 pairs, sets possible and lots of straights or higher flushes. Also he has no low draw.
So perhaps you can tell me the equity he has in the hand.
