The ideal action for situations like this given the stack sizes (where your opponent has nut low draw also so has us scooped or quartered 100% of the time we don't make our draw) is to be able to go allin with as close to a pot size bet as we can on the river.
After the his flop bet, and we call, the pot is $10 and we have $27 left. If it bricks the turn and river, we call ten and then fold and have $17 left. So we save $17 often, while we only risk not getting paid off when it comes one of the two 3s on the turn.
