Not really, 1s losing to 8s or 9s isn't that uncommon. "Overall #1 seed" didn't exist as a designation until 2004, but the Roy Williams KU team that lost to UTEP in 1992 might have been considered the best team in the tournament, I can't recall.
I think the 15-over-2 upsets are more historic, because there have only been four of them, and because 15-seeds are automatic qualifiers from smaller conferences that literally wouldn't be in the NCAA if not for conference tournament wins. If I had to pick one of those, let's take Santa Clara over Arizona in 1993.
