This is a huge fold, even if he's fairly wide. It's really, really hard to have enough equity to risk your stack with multiple people shorter than you on the stone bubble in NLO/PLO8.

I think this hand is a call. (And this is a top-top hand ). In Holdem speaking about ICM you should call with QQ+ in this spot. And AAK3ss is like AA in holdem. Also AAK > any AA* for high. The only hand you are behind is like very rear blocked AA2* (like 47% vs 53%), still you'll be scooped only in 15% when opp really have it.
Considering ICM you should be much-much tighter than in cash, but not with zero call. Winning this hand would increase your chances for top 3 dramatically. And prize for 7th is only 2,2*buy-in.

This is villain dependant. AA3Kss is always call since villains range doesn't matter. However AKK3 vs. loose reg is equal odds with AAK3 vs. tight reg thus always folding the former is mistake. AA7Jss and A23Kds are about same level flipping hand as our AKK3ss vs. 20% range and given ICM spots we are looking for doublesuited A2K, AKK+wheel card, AA combinations as potential calling hands.
