It is not, of course, limited to 8 players, especially if you've already conceded that not burning a card is an option. With 9 players obviously we can simply not burn a card on the flop or river and it's the same. Burning a card nowadays is dumb anyway, 99% of people don't even know why burning a card happens and get all upset if a card isn't burned, as if that "screws up the order of the cards".
You can also play this game with 10 players at the table, where you simply deal out the person behind the button, which is his chance to get a snack, go to the bathroom, etc.

Actually it's completely arbitrary and makes no difference whatsoever, the only reason I mentioned a position is just habit - that's how one local game does it.
