I don't think it's very close. Fold. Villain is so heavy on 23 that your equity is probably under 40%.

First of all, either limp or fold pre, depending on game conditions. Don't raise.

As played, fold the flop. Agreed, not close.

So number 3 low and top pair. Absent a 2 hitting the board you have a bad hand unless you believe V is bluffing. As noted you do not have a raising hand pre-flop.

Not enough high or low strength to call here.

Potting this hand pre vs ep limper is probably a losing play - we should downgrade for poor flush potential.

Agreed on pre, unless UTG is a very weak player (most of the limpers are though) I would not attack it with such a mediocre holding. No strong opinion between overlimp or fold.

So I fold or call pre but if you take the stand if raising then I’m not going away from that flop.

Let me be clear. I don’t play that hand.
If I do then I’m committed on that flop and I actually think you half a bunch of times and scoop a fair amount
