Because even putting Bernie in a "1C" tier with a bunch of people with far less name recognition after he won ~20+ states in 2016 is complete nonsense. I don't doubt that 538/Nate is a good statistician, so the alternative must be that there is a bias against Bernie.
It sure seemed like there was in 2016, and it doesn't seem any different now.
I guess another alternative is that Nate is factoring in the Dem party trying to rig the nomination / sabotage Bernie
Or I suppose he strongly underestimated Bernie's likelihood of running
