I am not so sure that, if reviewed objectively, the FBI data on hate crimes can lead you to the certain conclusion that "hate crimes always go up when Repubs are in charge and down when Dems are in charge". There are ebbs and flows since 1996 (latest data I could find on FBI Website):

Now, I did not read through each annual report to verify whether or not data collection methodology changed over time or definition of "hate crime" changed over time. But clearly, there are years in the Clinton/Bush/Obama administrations that show both spikes and declines. All I am saying is that I am not sure that your point is totally valid (although I will admit the 2017 spike is alarming/damning).
