Nichlemn- Public choice theory(and more broadly political science as a whole) is designed to explain WHY government produces inefficient outcomes when those outcomes happen.

It does not detail that government WILL produce those outcomes. It's not really the same thing, especially since the actual reality of the real world seems to indicate strict environmental regulations are effective. And you seem to know that based on your second sentence.

None of this really has anything to do with Ron Paul's 2012 campaign though.

Well, yes, and economics doesn't claim that market failure WILL happen. It's theoretically possible for it not to happen, just as it's theoretically possible for goverment failure not to happen.

Ron Paul calling for Obama's impeachment is the most ridiculous garbage I've ever heard from his campaign. I wish I had the money back I donated to him.
