Let's see... I live at the beach in SoCal. There is only one road, and so two ways in/out of the hood. There is very limited street parking, not enough for us locals. Back when peeps went to the beach, this was the drill every Memorial Day weekend, 4th of July weekend, Labor Day weekend, and any summer weekend when it'd hit 100+ in the Cajon-zone:
The cops closed one side of the street, including half the street parking, making the only road one way, and reducing us to only one way in. Then about ~500k of our inland friends would drive on in that way to spend the day with us ~50k locals, then all drive out the other way afterwards.
Bottom line: +2-4 hours getting out, +6-8 hours getting in, and if you didn't have private parking... better find a friend out of the 'hood to crash with for the duration.

About your commute... bwahahahaha whining about it. Only 40 miles? That ain't shiz. That's considered an easy commute around here. Hell, I used to work in LA's San Fernando Valley (~145 mi) when the above beach closures happened.
Seriously, call in sick. Change shifts. Treat yourself to a staycation in Seattle. Come in early. Treat yourself to a scenic drive via another route. Take the Sounder that day. Put your bike in your car, ride in the last few miles in. Play hookie. Suck it up, it might not even happen. WTF do you do when the freeway is closed by an accident, or weather, or construction, or POTUS is visiting... do that.
Or, if you just wanna be bitter for the sake of being bitter, and you happened to be inconvenienced around the Seattle Center on 1999-11-30... you can blame me personally.
