It seems to me it's unlikely to be Manafort. He has already reportedly been told that he'll be indicted, so why seal it?

They are sealed when they think the person has the resources and is likely to flee.

Also who leaked it? Seems like it would be a really small circle of people who knew about it. Mueller's team, DOJ, Grand Jury and the judges staff? Is it a crime to leak a sealed indictment cuz that would be funny if Sessions did it

boente is the #2 at the DOJ and he just happens to be resigning the same day charges are filed??

also we're not supposed to know that latter one, so kudos to whoever leaked that to the press to tip people off so they can take a totally scheduled one way vacation to Russia in late october.

Yes, but reportedly Manafort has known for weeks that charges were coming... So if he was going to flee, wouldn't he have done so already? Or it's possible Mueller is just going to seal them all, just to be safe.

Haven't been following this, but isn't it most likely that they would start with charging someone more peripheral and less high profile than Flynn and then see what they get from that testimony? Or these things not work they way
