That's not a new story, it's been known for like 2 years. It's not as bad as it sounds in that it's 21 trillion in unauthorized accounting adjustments, which have a tendency to cascade through various accounts. It's not that they actually spent $21 trillion extra. However, it is as bad as it sounds in that the Army essentially does not have any accounting.
