Of course there is. But the people who decide what laws to enforce make judgment calls all the time. Sometimes at their own discretion, often through some direction from the top. ICE is clearly being told to round up anyone they feel like right now.
Not since Operation ******* (rhymes with JetPack) in the 50s have we seen this level of rounding up and deporting non-violent illegal immigrants. That was a shameful period in our country's history, as this will be.
ICE just rounded up a DREAMer who was brought here at age 7, and whose big crime was to speak out.
