It's false in any context. It was a declarative statement. The entire statement was "I have been called a surrogate at a time or two in the campaign, and I did not have communications with the Russians." The question is irrelevant to the truth or falseness of this statement. It is false, because he did have communications with the Russians through their ambassador.
