I would make that bet even if I thought there was a 98% chance I was being freerolled. I don't know what the true odds of Victor proposing a freeroll bet for himself are but I assume it's less. I also assume Victor meant odds in his favor or there's some other miscommunication that will prevent any bets from actually being booked.

apparently trump told the troops that they didnt get payraises in 10 years, and that because of him they got 10%.

they were getting ~2%+ per year for the last 30 years, and they got near 3% this year.
