I'm not sure of the protocol of dropping a small nuke, and whether anyone could really stop him without breaking the law, but even amongst his circle of sycophants, I think they'd do their best to talk him out of it. Some of them
clearly understand politics. It's hard to keep him off Twitter or from doing an insane press conference, but I think they know those things aren't really harmful to him beyond mockery. He's particularly weak right now though. I think you could persuade him that he needs to wait until all his great ideas start making America great again in order to have the political capital to withstand the blowback.
He drops a nuke on North Korea, it's going to destabilize the world and usher in President Pence in a week at the moment.
