Surely it's not so black and white, in that you can leak real intelligence reports without having done the work to know if they're well founded. You could even leak real intelligence reports that have since been discredited, either in part or in whole. This is all that's left to Trump as claiming them to just be made up seems impossible at this stage, though if he's playing to his base who knows.
