Just spitballing, but here's what I'd do:
- Continue beefing up Real ID requirements by requiring more paperwork that poor people and young people with less stable housing situations are less likely to have. I.e., "hey there, 80 year old black woman who was born at home in rural Alabama, mind showing us an original birth certificate and social security card, and the marriage license from that wedding you had 50 years ago so we know why you changed your name? Thx." "Oh, hai, 19 year old community college student who still lives at home, mind showing us three utility bills in your name in order to prove that you really do live at that address?" Cool. Etc
- I forget the name of the database at the moment (cross check?), but there's some database that some (mostly red) states have been using to check voter rolls and purge voters who appear to be registered in multiple states. For various reasons, the system seems to lead to higher purge rates amongst poc. So, you obviously want to pass a "voting modernization and protection" bill that throws some monies at states that implement this system.
- Halt deployments of federal election monitors to districts that you think engage in voter suppression. Or, deploy monitors, but do so in ways that could in and of itself lead to voter suppression ("we feared for the safety of our monitors in Philadelphia, Detroit, Cleveland, Milwaukee, etc., so we asked the police / national guard to accompany them)
