Yeah, I think the problem is that you don't understand how it works.
There are 160 right now. It can't go above 160 without adding states. For all the other states are not in the compact, it doesn't matter what GOP does in those states.
Furthermore if those states were to join the compact at some point, then they would cease being proportional. Compact requires that they are winner take all based on national popular vote. It is not possible to both be part of the compact and be proportional (after it's triggered).
